Looks like that release date had been set a long time ago, and the public consultation process is just a formality.
In an article dated 27 March 2012, it states, "Currently, KHV is scheduled for release into Australian waterways in 2017, subject to the approval of the Australian Pesticides and Veterinary Medicines Authority (APVMA)."
